3,500-Home Community Approved in Southwest Las Vegas Amid Red Rock Controversy
More than 3,500 new homes are coming to a community in southwest Las Vegas. The Clark County Commission has given final approval to the Blue Diamond Hill development near Red Rock Canyon.
Commissioners approved a development agreement with Gypsum Resources along with the master-planned community itself, clearing the way for the controversial project to build 3,500 homes on Blue Diamond Hill.
Some civic groups and many residents still fiercely oppose the plan, but the county was effectively obligated to permit it as part of an $80 million settlement with Gypsum Resources. Other neighbors support the development, hoping for a cleaner alternative to the existing gypsum mine.
Six commissioners voted in favor of the agreement; Commissioner Justin Jones was the only abstention. A magistrate recently ruled that Jones and the county had concealed their efforts to block the construction.
A project spokesperson told the commission that District Attorney Steve Wolfson worked with the developers for 30 days to reach the settlement. Wednesday's Zoning Commission vote allows the large-scale project to move forward on land designated for open land and rural residences. Bob Gronauer, an attorney for the project, said the team had countless conversations with stakeholders over those 30 days and worked to resolve specific concerns through public hearings and neighborhood meetings.
Under the agreement, the project was scaled back from the original 5,000 homes to 3,500.
Details of the Master Plan
Gronauer explained that the project will keep the area's dark skies intact by modifying its lighting standards to protect night views. Residential traffic, he added, will be routed away from scenic SR 159 and onto the newly upgraded SR 160.
Opposition and Concerns
Many residents and the civic group Save Red Rock worry that SR 159 will become badly congested during construction. County officials acknowledged that the development agreement does not bar construction vehicles from SR 159 and that construction could last for years, though they noted state law may restrict certain types of trucks from the road.
Heather Fisher of Save Red Rock argued that construction traffic has no place on a designated scenic byway and does nothing good for the national conservation area. According to FOX5, the group is weighing legal action to stop the project.
Another resident, Corrine Haggerty, warned that thousands of new residents, businesses, and schools will put thousands of commuting cars on the road every day, creating traffic chaos and ruining what makes Highway 159 and Red Rock special.

County officials say they are aware of the Red Rock protection petition signed by 53,000 people and have urged the developers to stay off SR 159 as much as possible. Commissioner Jim Gibson promised the county will use every power it has to preserve the beauty, integrity, and singular experience Red Rock represents. Officials also noted that several steps remain before ground can actually be broken, which could take years.
